It is a shortened word for “shigoto ga dekiru (being capable at work)” or “shigoto ga dekiru hito (a capable person).”

「仕事ができる」や「仕事ができる人」を略した言葉です。

Here, “work” does not only refer to a profession.

ここでいう仕事は職業に限りません。

It refers to someone who can handle things efficiently and be considerate of those around them.

効率よく物事をこなしたり、周りに気を配ったりできる人を指します。

For example, it can be used as a compliment for someone who smoothly handles the role of organizer at a drinking party.

例えば、飲み会の幹事をスムーズにこなす人などに対する褒め言葉としても使われます。
