The Debate on “Freedom of Expression” as Seen in the Tokyo Gubernatorial Election
東京都知事選に見る「表現の自由」論争

Background　背景

In the Tokyo gubernatorial election held this summer, unusual incidents occurred, such as a nearly naked woman being featured on campaign posters. The candidate claimed this was an exercise of “freedom of expression.”
今夏行われた東京都知事選で、選挙ポスターにほぼ全裸状態の女性が用いられるなど異例の事態が相次いだ。候補者はこれを「表現の自由だ」と訴えている。

Pro　賛成

• Freedom of expression is fundamental to democracy.
  表現の自由は民主主義の根幹をなすもの。
• Creative and challenging expressions should be allowed in election campaigns.
  選挙活動においても創造的かつ挑戦的な表現が許されるべき。

• Such actions belittle the important democratic event of elections.

Insight 洞察

Before advocating for “freedom of expression,” are the candidates considering the country and society?
「表現の自由」を訴える前に、候補者は、国や社会のことを考えているのだろうか。

You can punch the wall freely, but it is yourself who feels the pain. If you use the freedom to hurt others, you should know that they can use the same freedom to hurt you back.
壁は自由に殴ればいい。でも痛いのは自分だ。相手を傷つける自由を駆使すれば、相手も同じ自由で自分に返してくることを知るべきである。

As a consequence, society loses order.
こうして世の中は秩序を失っていく。

 With detailed rules established under the name of the “Public Offices Election Act,” people look for loopholes.
「公職選挙法」の名でルールが細かく制定されていることで、人々は抜け道を探す。

Perhaps fewer rules would remind people of their moral responsibilities.
むしろルールは少ない方が、人に道徳心を思い起こさせるのかもしれない。

More than anything, the fact that such incidents can occur in today’s Japan shows that it is already sufficiently free.
何より、このような事案が発生し得る現在の日本は、既に十分に自由である。

The ones most unaware of this freedom might have been the candidates this time.
その自由に最も気づいていないのが、今回の候補者たちだったのではないだろうか?

A Ukrainian-born Model is Chosen as Miss Japan – ミス日本にウクライナ生まれのモデルが選ばれる

At the Miss Japan contest, SHIINO Karolina, originally from Ukraine, was selected as the grand prize winner. ShiIno, who spoke fluent Japanese, expressed, “I feel acknowledged as a Japanese. My heart is full of gratitude.” Her win sparked discussions about what it means to be Japanese.

ミス日本コンテストで、ウクライナ出身の椎野カロリーナさんがグランプリに選ばれた。「日本人として認められた。感謝の気持ちでいっぱい」と流暢な日本語で語った椎野さんの受賞は、「日本人とは何か」という議論を呼んだ。

Nationality is Japanese and Japanese language proficiency is perfect. There are no issues at all.

I doubt whether someone who isn’t of Japanese descent can embody the beauty of Japan.

The Miss Japan contest originated from selecting female goodwill ambassadors to express gratitude to the American LARA (relief supplies) that saved many malnourished children in Japan after the war.

ミス日本コンテストは、終戦後、栄養失調にあえぐ日本の多くの子どもたちが救われたアメリカのララ（LARA）物資に対する感謝を伝えるため、女性親善大使を選抜したのが原点である。

Subsequently, Shiino decided to relinquish her grand prize title due to the discovery of inappropriate incidents.

その後、椎野さんは不適切な事象の発覚によりグランプリ受賞を辞退することになった。

While her qualities and talents are remarkable, and her desire to be acknowledged as Japanese is touching, her participation reasons might have diverged from the original philosophy of the “Miss Japan Contest.”

彼女自身の資質や才覚は素晴らしく、また、日本人として認められたいという出場理由にも心打たれるが、本来の「ミス日本コンテスト」が持つ理念とずれていたのかもしれない。

The lyrics of the national anthem, “Kimigayo,” express the gathering of countless tiny pebbles (different thoughts and cultures) at the eastern edge, gradually solidifying into one large rock and developing until moss binds them.

無数の細かいさざれ石（異なった思想や文化）が東の果てで集まり、それらが固まって一つの大きな岩となり、苔がむすまで発展していくという歌詞の国歌「君が代」。

When Japan and the world truly become their genuine selves, there should be no need for Shino to participate in the contest.

日本、そして世界が真の姿になった時、椎野さんはコンテストに出る必要はなくなるはずだ。
