New regulations imposing criminal punishment on hate speech were approved in December, 2019 by the city congress of Kawasaki City, Kanagawa Prefecture. Many Koreans live in Kawasaki City, and because of the Korean government’s anti-Japanese stance, they have repeatedly been barraged with insults such as “Get out of Japan.” The Tokyo Metropolitan and City of Osaka Congress have already approved a regulation that enables them to denounce the person or group responsible for any hate speech. However, as there were no penalties being enforced, victims did not speak out. Kawasaki City’s regulations are enforced with penalties, and it is thought that these measures will spread nationwide.
