Upper-class Citizens

This is a word to cynically refer to bureaucrats and politicians. An elderly former bureaucrat caused a serious car accident this April. Since he was not arrested and reports in the media were less censorious than usual, people criticized him saying, “It’s probably because he is an upper-class citizen.”
