This refers to men who use garake-.
Garake- is a shortened word for the garapagosu ke-tai (cell phones that have evolved independently just like wildlife on the Galapagos), developed for exclusive use in Japan.
Men who use garake- only when necessary are more favored by women than those men who always use a smartphone on a date and don’t listen to what their girlfriend is saying.
