This refers to those who have roots in different countries or cultures. These include Koreans permanently residing in Japan, Brazilians of Japanese descent, refugees from Vietnam and Cambodia, and children from international marriages. It is hoped that their diverse sensibilities and perspectives will create new possibilities within Japanese society.
